Dais	Organised by Model WHO committee Chair, Vice Chair and Secretary Facilitates debates Ensures rules of procedure are followed
Delegates	International diplomats Represent their country Write, debate, vote on resolutions Write resolutions, present to Plenary
Non-State Actors	Represent their organisation or company Can speak, but do not have voting rights Their signatures are necessary for resolutions NGOs and Industry

Agenda is set beforehand	Agenda is defined during the sessions
Draft resolutions are prepared in advance and only minor changes are made during the assembly	Draft resolutions are prepared during unmoderated caucus and in between sessions
